Apple Music Are Smart Playlists for your own library only?

Are smart playlists only applied to your library, or can you apply a smart playlist to the Apple Music Streaming catalog?
i.e. I don't have any owned music, or my own library I use Apple Music streaming.

Smart playlists work with anything that’s in your library, including stuff that’s just added from Apple Music vs stuff that you ‘own’; but you do have to click ‘add to library’ for the songs you want to have included.
