Are these files/folders safe to delete?

In "Macintosh HD", I have:

%8BE%B8%897%89$%E8%97- which cannot be opened, and

opt which contains "avg" which contains "avg9" which contains an assortment of files and folders.

I deleted these two, but I haven't emptied trash yet. The first folder with the weird name hasn't re-appeared, although "opt" re-appeared, with child "avg" -> "avg9" -> "cfg" with a bunch of .lock files in it.

What do these two files do?

And I don't have avg on my system. Only Sophos.

You didn't mention if you used Get Info and what that might tell you about the origin of these items.
