A few updates ago the "Browse Files" buttons wouldn't work in Safari. They've since fixed that, but it still won't browse to iCloud Drive. Which is where pretty much all my files are.

With Monterey coming out, Mojave gets left in the dust for updates. Am I right to assume Safari on Mojave will henceforth remain in a broken state for the rest of time?

No, I'm not upgrading past Mojave. My Mac Pro doesn't natively support it, and it's the most stable macOS I've run in a looooong time.
 
I don't think Safari has ever had a "Browse Files" button. Perhaps you installed an extension of some sort. Assuming that you such a button exists, I would expect it to have access to your entire file system. Look for iCloud Drive in the sidebar of your open dialog. A screenshot of your open file dialog might be helpful.
 
Possibly the "choose file" button on an upload field? I don't use iCloud so can't test it myself.
 
The dialog that opens when trying to upload files was fixed a while ago, but doesnt always work flawlessly.
My workaround is to put the file to upload on the desktop screen.
Even then sometimes the dialog opens with no files shown.
In that case I minimize Safari , open the file to upload and close it again, and the dialog shows all files on the desktop.
I suppose the desktop stored in Safari gets "refreshed" this way.

Probably the same applies to iCloud files.

Refreshing file dialogs is a Windows thing. Macs always keep windows and dialogs updated—automatically. If yours needs refreshing you have a serious problem. You might benefit from a clean system reinstallation.

Again, a screenshot might be useful.

Im convinced this is a Safari issue, not the OS itself.
Actually this started after Apple "fixed" the upload issue.

I suppose you meant the OP with screenshot?

Edit: thx for the recommendation , this issue occurs on my main workstation . I've got 4 Macs running Mojave at the moment , so as soon as I can find the time for it, I'll do some comparison to dig deeper into this.

Although a bit late , thx for pointing in this direction !

Meanwhile I tested several browsers on my MBP2012 and stayed with Firefox.
Since this device is used by my daughter too, I already installed Chrome a while ago, because e.g. DisneyChannel didnt work out with Safari.
I never was satisfied with Chrome though...
Firefox is fast , secure and seems to consume less resources than Safari, excellent!
 
There is a Safari update with Mojave Security Update 2021-005, but I have no idea if it addresses the issue in question.

I installed the SU on different devices , the issue mentioned here remains the same .
That is in regard to the upload dialog for internally stored files, I cant confirm anything about iCloud, because I dont use it.
 
Way to go Apple. It’s like they don’t even use their own products.

Glad I finally switched to Firefox. It’s worlds above the superior browser.
