can we go running with the apple watch attached over the sleeve of a sweater or jacket and connected with an hrm armband?
Will the data be correct? Will the watch not lock?

Yes, provided the HRM supports bluetooth / BLE.

On the watch go to Settings -> Bluetooth then scroll to Health Devices and your armband (if in pairing mode) should show up.
