In El Cap is it possible to assign any app to any monitor whereby it will always open in assigned monitor?

I find it very annoying that this was (apparently) possible in yosemite with mission control and spaces, but in El Cap it seems mission control is totally different.
 
I have three monitors on my Mac mini (HDMI, Thunderbolt-DVI-Adapter, DisplayLink DVI-USB-Adapter), and with the exception of Messages (which is supposed to open on the third monitor but always opens on the main monitor) all applications and Finder windows always open on their assigned monitors at their assigned places. That Messages does not open on the third monitor is new since OS X 10.11 (and mildly annoying). Just out of curiosity - how are your monitors connected?
 
I have one monitor connected via thunderbolt which is my main display with the dock. It's also apps within mission control that randomly change over for no reason. For instance mail and safari switch over and often iTunes does not open on the Macbook pro screen as it should.

you should be able to dig the app to the monitor you want it on, then cause the dock to appear on that monitor (put mouse on bottom of desktop and it will appear), secondary (right) click on app icon and choose options > assign to, and choose this desktop. should cause the app to be assigned to the desktop of that monitor (if you have multiple virtual desktops on that monitor or you move that virtual desktop to another monitor it will stay with the desktop)
