Assign CPU-Limit to certain apps?

wasn't there some little app that can let you assign cpu-limit for certain apps?

i want to run certain apps in the background calculating things, however i don't want them to run at full cpu power and use all energy available.

i tried to google it but couldn't find it. any tips?
