is it possible to move an unlocked AT&T iphone 4s to t-mobile? will it work on HSPA or only EDGE?

Yes. EDGE only unless you're in a re-farmed area. If in an LTE market, better still to use a newer 5 (released after TMO started carrying it) or a 5s.
