If I have a family member listed as an authorized user on my AT&T account and they know the account PIN, can they go to an Apple store and get an iPhone on Apple's iPhone Upgrade Program?

And if so, is the credit check run on their credit history or on mine?

Citizen Bank will only approve the social security and ID of the person applying
That said it can be done online and people lie.

Thanks, so if a family member who is on the account with me and is an authorized user on my account goes to an Apple store, they can use my AT&T account PIN but their SSN and DL# to get a phone on Apple's iUP? The credit check will be done on them but there won't be any issues that the AT&T account is in my name and associated with my SSN?

Makes no sense to go after a user. They want the person responsible for paying the bills. Not someone that happens to have a phone on someone's account. They want the account owner!

I’m currently on the upgrade program but I’m not the primary account holder or even an authorized user. I was able to sign up fine online but I needed the account pin and last 4 of the SSN of the account holder. It never did anything to the account and did the credit check on me, not the account holder

No, it is different for the AiUP, they are doing the credit check on whoever is buying, which isn't necessarily the account owner. The person legally liable for the loan is not the account holder, it is whoever it was they did the credit check on.
