Installed 8.4 2 days back but noticed it few hours ago.
New AT&T Carrier Update? On 8.4 beta 1 it's showing me as 19.6.
I read somewhere that T-Mobile users also getting this. Showing 19.6 to them too.

Can anyone confirm?
 
And Verizon has yet to roll out Wifi calling also as I understand it.

Yeah, I hate this. Really want to be able to turn airplane mode on and just connect to wifi and still get everything but save battery. Does SMS go through wifi too with T-Mobile for example which has the wifi calling as of now?

Yes, anything that normally uses cellular is sent through Wi-Fi. SMSes and MMSes are sent via Wi-Fi Calling on T-Mobile.

Now I'm even more jealous of wifi calling now. Damn you Verizon! Really wish I could have T-Mobile now, except the coverage is horrendous in my area, and only decent for Verizon. WiFi calling, plus unused data rolling over for the next 12 months... Sounds really appealing. Hopefully there isn't a real nasty catch other than coverage.

Part of the reason Verizon isn't in a hurry to roll it out is because they have the coverage where it's not necessary for most customers to have that to have a signal, while with T-Mobile that's not really the case, which is why they worked harder to roll it out sooner to make up for coverage issues.

The coverage thing was an issue for me where I work (a relatively rural area - Verizon rules the roost) when I first joined T-Mobile about 2 years ago; however, in the last month in a half, it has vastly improved - my work area is blanketed with very fast LTE now. They are really, truly rolling out huge network improvements and it's happening at lightning speed.
