AT&T iPad Sim card in iPhone

Does anyone know how to get google voice to work. I got a phone number and downloaded app. And it won't let me make calls out on my iPad sim in my iPhone. I converted the apn over and I'm getting lte speeds but for some reason google voice won't let me dial out on there app
