If its bought under contract its locked and they wont unlock it till the 2 year agreement its up.
If its bought full price its unlocked.
or if you are lucky, in some cases, they will unlock it for you before the 2 years is up. there doesn't appear to be a rhyme or reason to this, but give it a shot: there is an online form that takes 1 minute or less to find and fill out. if it works, great. if not, just a minute lost...

interesting. i guess maybe it just works? how else would one confirm that the phone is unlocked? i didn't get the "congratulations, your iPhone is unlocked" until i did the full restore.
I got my 5S unlocked through AT&T and immediately put a TMO sim in it and it acquired a signal for TMO and all the carrier configuration settings changed. I didn't get a confirmation it was unlocked through iTunes because I didn't do the restore, but using a TMO sim will confirm that it is actually unlocked.
