AT&T iPhone 6 Full Price - Is it unlocked?

Looking for clarification if the AT&T no commitment (full price) phones are unlocked?

It appears the full price T-Mobile devices are unlocked so I would think the AT&T models would be too. Would be nice if someone could test and let us know. Thanks!
