AT&T iPhone policy?

Hi, my mom currently does not have any data plan on her phone, if she preorders the iPhone X and decides not to use it, can she just give the phone to someone else? Will her non data plan be tied to a data plan because of the iPhone she purchased?

Apple Site yes....Apple retail store, maybe. You SHOULD be able to buy out the phone full price without any changes to your ATT account
