AT&T monthly taxes

Hello,

I currently live in NYC and am relocating to Indianapolis, I was wondering how the taxes are accessed, is it by the Phone's area codes or by the billing address, I assume the cell phones taxes are a lot less in the Mid West, I'll be taking my line with me but leaving three lines behind in NYC for my family for the time being.. Any suggestions?

Don't expect taxes to be lower just because you are not in NYC; carriers add other taxes and "charges" and "fees" so frequently and so strangely.
