My line is not eligible for an upgrade, a another line is. How can I swap eligibility before preorder?

Carrier AT&T my line not eligible for upgrade question

I don't think you can do it on the Apple website but if you go to ATT.com and check on upgrade eligibility, it will give you options. There you can user the other line's upgrade. I think this means you need to pre-order through AT&T.
