I have an iPhone X arriving tomorrow with a SIM preinstalled (Im assuming). If I remove that SIM card before powering on the phone and swap the SIM with the one that's inside my current iPhone 7 Plus, does that keep me from being charged an activation fee? Are there any drawbacks to using an old SIM card on the new phone?

The new and old sim cards are the same. Do exactly as you stated above and you will not have to pay any activation fee. Make sure you destroy the SIM card removed from your new phone as if someone uses it, it will move you service to their phone and you get charged an activation fee.
