Have ordered my 2nd Ip4s with printed order confirmation. Could not get through on Apples site so if you are having problems go to the carrier.
 
FWIW, Apple online store was perfectly fast at 6am Eastern this morning. No issues or delays in putting in an order for an AT&T line.
