I'm just curious if only a rep at an ATT store can access notes made on the account. Would the carrier agents helping out at Apple stores during a launch be of any help to access info? Thanks! :)

Highly doubtful. If AT&T made some kind of special promise to you over the phone, you will A.) be lucky if they actually entered it into your account properly, and B.) need to deal with them directly. Their minions at Apple stores (I've never even heard of them or seen them in the very busy NYC stores) won't likely have access to notes in CSR records.
 
Anyone with access to OPUS should be able to view your account notes. The carrier agents should have access to OPUS where your notes would be. Not sure if Apple can view them as well though. I don't think Apple uses OPUS, I think they have their own custom integration.
