After a lot of searching and not finding the answer, I have found that Apple (both Sales and Tech Support) and AT&T (International Support) lie to us loyal customers. My Ipad mini AT&T bought from Apple.com IS UNLOCKED, just like the previous ipads. I took it to a T-Mobile store today and after activating via WiFi, the SIM worked and showed T-mobile as the carrier. All I intend to use this for is when travelling overseas, but they make you feel like this is a crime, this is just sad. Funny thing is that AT&T customers are actually ordering Verizon ipads because of this lie. So what are they gaining here. Glad to spread the word. Hope it helps the next guy or more. Too bad it will actually help AT&T at the same time
