I do not think so. I had the Wi-Fi calling activated on my iPhone since PB2. It worked very well for me.

I mean I had it activated in Beta 5, so I don't think it was random.

I have been experiencing dropped wifi calls frequently, so maybe there's supposed to be a carrier update?

I got that SMS as well, and my dropped WiFi call situation is vastly improved since installing 9.1 Public Beta.
