At what time will iPad OS 16.1 be available for the general public to install?

It is October 24 already. My iPad states that 15.7 is still the latest version.

System updates are often released at 10:00 am, Pacific time.
And, big updates can take some time before they can download in all parts of the world.
Sometimes, that can take several hours before being generally available world-wide.
It's one of those times to be patient...

As of right now, you can go back to iPadOS 15.7. I don’t know when will Apple stop signing that one.

It is only when the app icon is located in the white part of the screen. It would be impossible to read otherwise.
