It depends on location, not one of those carriers is better or worse than the other.

If you have no service issues with AT&T in your area, then I would go with them since they have the faster data speed on the 4s.

Sprint is cheap if you use a lot minutes
AT&T best data
And Verizon more reliable , which most lively will cover your area , I would test AT&T first cause of data is faster I got sprint tho cause unlimited data and my coverage is fine for me

Assuming you have equal coverage, AT&T would have the most features with better speeds.

Verizon is good if you have poor AT&T coverage or if you travel a lot across the US.

Sprint is good if you have good Sprint coverage or if you just want a cheaper bill.

AT&T should be a first check if you want to use voice and data at he same time, aren't near wifi often, and AT&T covers your area well.

If AT&T is poor in your area, then Verizon should be your second choice.

Next choice: see if C Spire covers your region.

Sprint should be a last resort, if all else fails or you simply can't get out of an existing sprint contract. They scored lowest in speed/reliability tests, and their customer service is legendary for how bad it is. Guaranteed your first bill WILL be screwed up and it will take a couple billing cycles (if you're lucky) to get it resolved.
