Carrier Att upgrade transfer issues?

Hey everyone, anyone here use the Att upgrade transfer between lines on their family plan?

I have a line that has a full upgrade option and the iPhone i am getting, 16gb 6s, would cost $200.
But when i go to transfer that line upgrade to another line on my family plan, the cost jumps to $449. Any idea why this happens?
