While trying to reinstall my iOS 12 public beta, I had to use recovery mode and reinstall 11.4 first. While doing so, I got stuck on an "attempting data recovery" loop -- the progress bar just finishes and then it says it failed and it starts all over again. Tried Apple Support and they couldn't fix, and I'm scheduled to go in tomorrow to a Genius Bar. Posting here in case someone knows what I might be able to do in the meantime to fix.
 
This has happened to me before too, I think the cause of it is trying to downgrade the operating system while still having files on the device. It can't process having some iOS 12 files on it and doesn't know what to do with them so I think it goes into that loop. Unfortunately to restore to iOS 11.4 you need to completely wipe your device and start fresh. :/
 
I had this when I was preparing a device to return under AppleCare + by reverting from 12 beta to 11. Only way was to do a DFU restore.
 
Shouldn't it affect only 'Update' option in iTunes and not 'Upgrade'? I think I was able to reinstall iOS in Recovery with erasing the device about a month ago...
