Attempting to Reboot.....HELP!!!

My phone is stuck like this with the spinning wheel. It has been like this for 10 minutes. What do I do now?
 
Okay, so I just rebooted on my own. It started on the home screen. All fine. I opened Installer and it said there was a new version. I clicked okay to install it. After installing the phone immediately switched to the emergency screen (the plug with thw iTunes icon). I plugged it in and now iTunes my phone cannot be fixed and take it to the Apple store. HELP!!!!!

cant u restore or downgrade again
