ATV 4K home screen flutter

Not sure if I'm using the correct terminology, but when I'm either on the home screen or watching PS Vue, there's a noticeable flutter or stutter with the screen. Seems like it's affecting the colors.

I have the ATV connected to an LG OLED 4K TV with a new HDMI cable.

Any ideas what's going on? Seems to happen in 4K Dolby Vision 60Hz, 4k HDR 60Hz, and 4k Dolby Vision 50Hz.
