you might be able to do it with a sling box, or something similar,
You'll need to get an older white or silver apple remote, so you can control it remotely.
you need a HDMI to component converter, and I'm not sure you'll get one of those to work with 4k
not to mention, it's another box and a ton of extra cable by the TV.
If they have smart phone or a laptop, it might be easier to set up a video call where you can see the TV, and walk them through button presses.
there's a program called homebridge, it makes a lot of non-homekit things work with homekit., it has a lot of different plugins, some work as a control for the aTV, where you would have a "lamp" that when you turn it on, it hits the up button on the aTV.
and you could control it remotely, but you'd still need the video call to see what's going on. and working remotely, which you can only do once the aTV is on the network, would suck since there's a several second lag on remote homekit.
All those would be WAY more complicated to set up than the aTV itself.
Are they iPhone people? with you're setting up a new aTV you just hold your phone next to it, and your wifi credentials, and maybe AppleID transfer over automatically,
Or it might just be easiest to set it up at your house, and ship it to them.
