As I understand it, they should still receive an audio file as an attachment, that they can play (that's what John Gruber said on his podcast, anyway). But I don't know, I haven't tried it.
Yes, as there isn't really any way to receive and audio file via SMS. There is something called MMS, but that is a somewhat unweildy feature, and there would have to be some kind of "iMessage to MMS" gateway in the network.
