I bought a new Apple TV 4K (3rd Generation) for our home gym. I had an older Apple TV 4K (1st Generation) attached to our primary living room TV which is a 65” Sony OLED. I figured I would put the new Apple TV on the OLED TV since we use it everyday and move the older one down to the gym. We got everything up and running but notice a big volume difference now on sound. Where my older Apple TV was much louder the new one is considerably quieter. A previous volume setting of 10 on the TV is now 20+. I compared settings between the old and new and they are pretty much the same. Is this just a functionality of improvements between the 1st and 3rd generation hardware or something I am doing wrong?
 
for what kind of audio?

music? tv audio? and for TV which apps (some apps do 5.1, some atmos)

sometimes different surround sound formats are at different levels, not sure what your sound output is, but is it possible you had it sending stereo before?
especially if you're just going to the stereo speakers on the TV, and you're now sending surround, it's possible the center channel where the voices are is being being mixed lower by the tv than it was by the aTV (or vice versa)

you may have had atmos enabled on your old setup, but when you moved it downstairs the the new TV, that setting will disappear if the new TV doesn't support atmos. Guessing that Sony should support atmos.

also check the reduce loud sounds and enhance dialog settings in the main settings app audio section.
 
Have you tried basic things like:
  • swapping the 2 cables attached to each to rule out cables?
  • testing the apparent volume difference on the SAME TV to rule out differences in the TVs, their speakers, their volume numbers (and what they represent)? For example, if you don't notice a big volume difference when attached to the SAME TV, it's the TVs or TV settings.
Also, there is a volume setting or three in the AppleTV menus. Have you checked to make sure those are the same?
 
Checkout the audio settings on both ATVs. Is reduce loud sounds enabled? Is dialogue enhancer enabled?

I do wish ATV would move the dialog enhancer on/off to the control center next to power off. Or at least give me the option to have it there! I do use it with our HomePod Mini’s connected to the ATV.

I see the same thing with my 4K ATV. I have the 2nd generation which replaced a 1st gen one. I immediately saw the same difference in displayed volume settings. With the original unit I was always in the 10-20 range depending on content; with the new one I’m usually in the 20-30+ range as displayed on the tv. I’ve had this ATV since June and noticed it right away back then.
 
Try changing audio format from auto to 5.1 or stereo. In my candle 5.1 was significantly louder with clearer details.
