Ever since updating to iOS 8, my auto brightness dims the screen too low in darker rooms. Almost all the way down, making it hard to see.

Is there a way to set a 'minimum brightness level' - so that auto-brightness still works, but, won't go lower than a certain level?

I guess what I'm wondering is, if I move the slider up does that become the default 'minimum' brightness level?

Changing the brightness to your desired levels in different light situations should let the phone learn the level of screen brightness you want in different light conditions. I usually go into a pitch black room and set the brightness to whatever I prefer and then go out doors in the bright light and turn up the brightness, etc. Hope this helps.
