HomeKit Automat sms/push if temp goes under -10c?

Hi,
I have elgato eve temp sensor and I have set it up so I get sms every day at 0630 with the temp. But I want it to check every hour and if the temp goes below -10c I want ut to send a sms to warn me.

how do I do that?
