Not sure if anyone has encountered this issue -- a quick search did not reveal much -- but having automatic downloads on an iOS6 device but making a purchase on an iOS7 one of an app that's iOS7-only still pushes the install to iOS6 device, which obviously never completes. How come Apple hasn't fixed this yet?

Maybe because, some developer or apps, have separate version for the ios7 and ios6 or later version of ios. So it can be used on both devices, older and the new one with ios7.

They just didn't realise what if the app doesn't have version for older iOS version. :D

To be honest, I think not many devs would want to maintain 2 separate versions of their apps for different iOS releases. In the vast majority of cases, they would either keep one version that is friendly for all iOS versions or just on "iOS7-only" bandwagon.
