I stuff a lot of random in a junk folder. Is there a way to automatically monitor this folder, and affix a date to the beginning of its file name? e.g. if I drag x.jpg into this folder, I want it to be automatically renamed dd-mm-yyyy_x.jpg. Is that possible? Some sort of automator action, perhaps?

Take a look at Hazel (by Noodlesoft). It allows you to perform actions on monitored folders. In your case, monitor your junk folder and have Hazel execute an Automator workflow.

You'll need to set up your Automator workflow first obviously. Add these Automator actions for the desired result:

Get Specified Finder Items -> point to your junk folder
Get Folder Contents
Filter Finder Items -> set the rule to "All" -> "Date Created is in the last 1 day"
Add Date or Time to Finder Item Names

That ought to do it!
