I have been trying to find an app that does this on iPhone, but using internet not the phone service itself.

Closest Ive found was Skype, it has this feature on android and on any desktop but it lacks this on iPhone.

Is there any app like this available for iPhone?

Why does Skype lack that on the iPhone, seems like it should be able to do that.

i don't know why, but i asked different people already regarding it and it does seem to lack the feature. I checked it was the most recent version as well.

Have you tried it? It seems like the ability to place and receive calls should be available there.

Google hangouts will do this - no problem. You'll need to have a google voice number and set up notifications correctly for the hangout app. But I use it and it works great.

Google Hangouts (and perhaps Google Voice app for some settings items). Talkatone is similar as well as far as working with Google Voice.
