Universal automation- move files from sd card to memory, rename files and msg fail or pass

is there any tool:
(1) scan upon inserting sd card and mv all files to specified dir
(2) for renaming files using txt/csv/xcel data
(3) mv successfully renamed files to specified dir and send mail, mv failed renaming files to specified dir and send mail
