Automator - how do you get a quick action to show in services?

MacOS 26.5

My issues:

1. How do you list all of the automator actions you have created? The only place I see is file/open recent but if that list gets cleared there is no way to find them in automator?
2. Using this list I see 7 automations. However if I go into Finder/Services only 3 of these show.
3. If I go into Service settings again only 3 of the 7 show so I can't add them ....

All user created Quick Actions should be in ~/Library/Services/
