Avatar Sizing

Have a photo that I am trying to fit into my avatar "window" on the forum. Not having much luck. Tried 200 x 200 (which I am assuming is pixels) which was recommended. Then went to 400 x 400. Up to trying over 800 x 800 at the moment. Still the photo is too big. Don't understand why increasing the pixel decreases the size. Have no idea how much bigger I need to make it before it fits. This is what I am trying to put in.

If you want a little more padding on the sides, I can do that as well
