Although the stated clock for the base 2014 mini is 1.4GHz, the maximum turbo is 2.7GHz, according to wikipedia. Since the mini can hold a 28watt processor, I'm guessing that the average clock speed for the 2014 base model will be well above 1.4GHz on average.

The Notebookcheck review of the 2013 Macbook air (which has a similar CPU) mentions that most tasks run at around 2.3GHz - but this is a presumably more thermally and power limited environment.

Does anyone with the base model mini have ~30 minutes free, and can run Intel Power Gadget / iStat monitor with various CPU/GPU loads, to give an idea of the expected clocks?

If the base mini runs around 2.4GHz or above it might be better to opt for the base model vs the mid-tier model.

I think the 1.4 will be fine. But Yosemite is a RAM hog and 4GB of RAM is criminal in that machine.
