So I have my airpods paired with my AWS4 LTE watch. I am in my office (where my iphone is also) and start to make a call as I'm walking out. I can hear the phone ringing on the other end, but as I get further away the airpods start to cut out. When I get outside, I can no longer hear any ringing or if anyone has picked up.

I'm guessing that since my watch is near my phone its trying to call via the iphone via bluetooth instead of calling out via the watch. But why wouldn't it just call out from the watch? It has LTE service on it.
 
The watch will only use cellular network when it’s no longer connected to your phone. That’s how the duo works.

Ah ok. So that helps explain a lot.
So when I go out of range of my phone, it won't automatically switch over to my watch. Seems less than helpful, but I'm guessing its some technological hurdles that are difficult to get over.

If you’ve started a call when the watch is connected to your phone then the watch uses the Bluetooth radio to relay the call data through your phone. But if you go out of range while the call is in progress then there’s no way for the watch to “switch” to cellular network because that will require the LTE radio, completely different technology stack.
