Just noticed in IOS 7 if you go into private mode it would offer you to close all tabs in Safari. This was a neat trick to quickly close all tabs.

But in IOS 8 it does not do that any more. Is this a bug or did they move this somewhere else?

It isn't a bug. They changed the way private browsing works, so this trick is no longer an option. I'm disappointed because I, too, used this to quickly close all tabs.
 
The tabs are saved. If you exit private mode safari will reload the previous tabs.
 
The only way you could close all tabs now is a) slide and swipe over everything in the new carousel view on iPad or b) spam the leftmost close button.
On iPhone there does not appear to be a way to so so, even though you can close the tabs through iCloud now.
