Is their anything on cydia that can back up all my jailbreak apps and its settings?

Uhmmmmm. Yes.

There are MANY tweaks/apps that have been released to do this. PKGBackup is one of those. But if you don't fancy paying $9 for it then there are plenty of other free ones out there. Most create a list and restore your tweaks/apps based on that list.
