I had turned off all the apps under background app refresh but the switch for Background app refresh on the top is on. When I set it to off, it warns that it will prevent applications from using location services and disable geofencing. So does it mean that even though all apps under the list are set of off something else is still using refresh and should I turn this off or just the individual apps?

Could likely just be a generic informational/warning message when the main control is being turned off, unrelated to what apps might exist on the list or what their settings are.

Why did you turn them all off may I ask? Were you having battery problems or did you just do it because uninformed people told you to?

The reason I ask is my background app refresh is ON for every single app I have installed that uses it and don't have any issues.

I can't say for sure, but it would seem to me that turning the main setting off would be equivalent to leaving it on and turning off the individual setting for all the apps that are listed. It's just if the main setting is on some new apps might appear there as enabled right away until you disable them there if you want to.

That's to improve the battery life from many of the tips and also, I prefer to launch the app when needed instead of keeping it running all the time in the background.. like for instance, weather or maps which I check once or twice in a day, so no point in keeping it on.

Background refresh stopped working altogether on both my iPad Air and iPhone 5. Tried disabling/reenabling, rebooting, resetting prefs AND clean restore. Content just doesnt update in the background as it DID before.

I can understand turning it off for apps you'd rather refresh or update yourself but there really is no need to turn it off for everything.

In iOS 7, geofencing is closely tied to background app refresh, to save battery life.

Instead of having every app monitoring geofence locations, if an app needs a geofence, it registers it, enables BAR, and gets woken up by BAR if the geofence is triggered. if you turn off BAR, then geofencing cannot work.
