Background App refresh

When setting background app refresh to wifi, it also shows in wifi & cellular. If I turn it off in wifi & cellular it also turns it off in wifi. Does this happen to anyone else? I thought these should be independent of each other.

Latest version of IOS and have restarted the iPhone 17 Pro Max.
