I've noticed this for quite a while if I'm honest but on my iPhone 6, iPad 2 and wife's iPhone 5 ALL on iOS8 (latest version), background updates for apps NEVER work?!

When ever I go to the App Store on my phone, in the 'Updates' tab, I always see a number of apps that just have the button "Update", next to them and I always find myself having to press on the "Update All" button at the very top of the menu. I get this on both my devices and also on my wife's iPhone 5. Why don't these ever update in the background (I have all the appropriate settings enabled)?

Mine stopped working before, i had to go in and manually update them and re-enter my password. Seems to do the trick.
 
Somehow mine never worked as intended. I just open the App Store app one a day or every second day and the phone will know that there are updates. Then it updates the apps by itself.
 
I only use it on my Air 2 and it works very well. Maybe try turning it off and back on under settings > iCloud? Also may want to try restarting the device by pressing and holding the lock + home button until you see the Apple logo.
