Etracheck Pro showed my problem the Backgroundshortcutrunner is the issue. At startup, this process is an apple issue.
 
I have this same problem - MacBook Pro 2020, running Tahoe, all updated, everything in working order. I never use Shortcuts, never have. They are not even configured or even on. Yet I get the BackgroundShortcutsRUnner driving up the fan and CPU usage repeatedly, even after forcequitting the process. So far no solution, so I, too, would be interested to know if Apple ever intends to resolve this. It is quite infuriating.
 
I called them on Fri 12/18 and sometimes they are not very helpful. All they want to do is do the basic stuff. They need to get real people that write the software.

I have been fiddling with all manner of things to stop this process constantly reopening and starting, and thus far, one thing seems to have stopped it: I shut down MS Word. I had two documents open, one not yet saved, and I suspect that there was some kind of miscommunication between this software trying to save the document in the background, or some memory leak happening, etc. At least the problem has abated - for now.

This tells me, however, that, if MSWord was indeed the cause of the ShortcutBackgroundRunner going crazy, it is not related to the “Shortcuts” app/program entirely, but somehow has problems with this MS software - and potentially any other third-party software that might want to do something in the background.

I can’t say that this is conclusive, but it does give some leads that I hope will prove helpful for me, you, and others grappling with this. If the programmers could just have a look, they would be able to hone in on it much more quickly and easily as they are more familiar with these processes. That is part of the frustration!
 
I do agree the programmers need to look at this. In my case I have no shortcuts at all. So I ruled that out. I know one issue I have have a Fusion Dtive that almost 6 years old, mind you, I don’t leave the iMac on all the time. I would love put a SSD in. I’m under AppleCare. So have to wait until it fails.
