Backing up system settings specifically

Hello

How can I back up system settings specifically? I understand that iCloud does not back them up (why not? what's the point of iCloud?).

Where do they reside?

Reason I ask is I have a lot of crud in my system and I don't necessarily want to back up and restore everything, but I do want to back up and restore stuff in system settings.
