Is it possible to backup the user account or home folder? and restore it when needed?

    Sure.

TimeMachine to back up the whole system/drive. Can manually copy files/folders (including you home holder) to removable storage. I'd go with the TimeMachine route, because if need to recover information, that backup should have the latest version(s), and don't have to mess with file protections, if the user id has been changed (eg. new system, disk replaced).

I suggest checking out clone software.

    Create a Clone backup:

A clone is an exact bootable copy of your internal drive. Unlike standard copying of all files to another drive, the clone software copies hidden files along with other in-use files that are not available when you copy over files to another drive.
