I currently have an iPhone 4 (iOS 7) and I plan to upgrade to iPhone 6 (iOS 8), but I'm not sure how the backup and restore process will work. Normally I use iCloud for backups, so I'm thinking I'll try the following steps:

1. Backup my iPhone 4 (iOS 7) to iCloud.
2. Purchase new iPhone 6 (iOS 8) and restore from iCloud backup.

However, I'm not sure if it is possible to restore an iOS 7 iCloud backup to an iOS 8 device. What's the best way to go about this?

I am in the same situation. Pretty sure it will work fine - that's its whole point.

If you have itunes backup to you PC mac as well, this should be faster.
 
You can just restore to a new OS. You cannot restore backwards however (from higher to lower version).

I suggest using your computer since it's much faster to restore via USB than via the Internet which will possibly have slowdowns especially during high load periods.
