It's probably a "power issue".

Does the hard drive have a source for connecting its own power supply?
Or does it have "bus power" only?

The USB hub that you have -- is it a "powered hub" (did it come with a power supply block), or, does it simply run "off bus power" (no power supply)?

Trying to get USB "bus powered" drives to boot using the Mac's bus power can be a VERY tricky goal. Sometimes it works, sometimes not -- oftentimes, not.

If you have a power supply for the drive, connect it to the drive.
If you have a power supply for the hub, connect that to the hub and it may supply enough power to spin up the drive.
 
How much other stuff is plugged into the hub, and is the hub powered?
If the hub is not powered, you might need to unplug some other stuff from it for the hd to work, or plug the hd into another USB port on your computer so it does have enough USB power to run.
