When I recently tried to back up my 16 gb iphone in itunes to the cloud, I had about 3.3 gb remaining memory available. But when I tried to back up he same iphone to my pc (win 7, 64 bit), it shows I am over memory by over 14 gb! What is going on here?
 
Because itunes bought media and apps don't count towards your icloud allowance. They are already on apple's servers so no need to upload again.

On your PC everything has to be copied into itunes.
